Administrative Division
Finland is situated in northern Europe and borders to Sweden and Norway in the west and north-west, and to Russia in the east. The Gulf of Botnia, the Baltic Sea and the Gulf of Finland lies in the west and the south.
For administrative purposes, Finland is divided into 6 state provinces, 20 regions (maakunta or landskap) and about 430 municipalities. Notably, Finland has a single-tiered local government system in which the municipalities form the basic administrative unit. The municipalities are governed by directly elected councils, they have the right to levy taxes, and they have a wide range of functions, especially in relation to the welfare system. The regional level, comprising 19 mainland regions and the Åland Island, serves as a forum for co-operation between municipalities in areas such as education, health and regional planning in general. The regional council is indirectly elected by the member municipalities. The Swedish-speaking administrative region of Åland enjoys an autonomous status with its own self-governing authorities and the right to pass certain laws in an extensive number of areas.
For electoral purposes, the country is divided into 14 multi-member and one single-member (Åland) electoral districts.
